It looks like that 18b doesnt have this file arm-linux-androideabi-gcc.exe on the path denoted above. I downloaded NDK 17c, it works fine. Looks like something big was changed starting from 18b and we cant use it for xamarin.android at the moment. Sep 13, 2018 I installed Visual Studio 2017. In the Installer menu, I've installed Xamarin and Visual C#. However, when I created a new project, went to Tools Options Xamarin, I saw that the android-ndk textbox is empty whereas the others are not.
Currently the recommended way to identify compatible versions of the Android NDK is to ensure Tools > Android > Android SDK Manager is configured to use the Microsoft (Recommended) repository via the gear icon in the lower right corner of the Android SDK Manager window and then look at the NDK section of the Tools tab. The versions shown will be compatible with the latest version of the Xamarin.Android SDK. For example, the highest version currently displayed in that section is Android NDK r17.

(As a side note, if you have Android NDK r19 installed, the Android SDK Manager will show the NDK as installed already, so it won't offer the option to change the installed NDK version unless you first uninstall the current version by un-checking the NDK entry.)
